Establishes a teacher pay fund consisting of legislative appropriations and distributions from the permanent state school fund if voters approve an increased distribution rate from the state land trust permanent funds.

Requires school districts and charter schools to increase base salaries of all eligible teachers by the same amount per teacher if the voter-approved funding becomes available, without reducing salaries below fiscal year 2024-2025 levels.

Defines "eligible teachers" as those employed full-time in classroom instruction (over 75% of time) or special education teachers (over 50% of time supporting student achievement), excluding administrators and lowest-performing teachers.

Requires school districts and charter schools to report the number of eligible teachers employed and provide annual accounting of teacher pay fund expenditures to the superintendent of public instruction by November 15 each year.

Directs the department of education and auditor general to monitor compliance, and makes school districts or charter schools ineligible for teacher pay fund monies if they fail to comply with requirements within 90 days of notice.
