Proposes amendment to Article XIII, Section 2 of the Arizona Constitution to change the population threshold for cities eligible to adopt a charter from "more than three thousand five hundred" to "less than five hundred thousand" persons.

Retains existing charter creation process requiring a board of 14 elected freeholders to prepare a charter within 90 days, followed by publication and voter ratification by majority vote.

Requires gubernatorial approval of proposed charters and any amendments thereto before they become effective.

Clarifies that no charter may provide powers that violate Article IX, Section 25 of the Arizona Constitution.

Directs the Secretary of State to submit this constitutional amendment to Arizona voters at the next general election.
