Increases annual deposit to Arizona state parks heritage fund from $5,000,000 to $10,000,000 from state lottery revenue.

Modifies section 5-572 of Arizona Revised Statutes to redirect an additional $5,000,000 annually from lottery fund allocations to the state parks heritage fund.

Updates section 41-502 to clarify that the Arizona state parks heritage fund consists of monies deposited from the state lottery fund, legislative appropriations, grants, and donations.

Exempts the Arizona state parks board from rulemaking requirements under title 41, chapter 6 for one year after the act becomes effective.

Requires submission of this measure to Arizona voters at the next general election for approval.
