Rescinds all applications previously transmitted by the Arizona Legislature to Congress calling for a Constitutional convention to amend the U.S. Constitution.

Directs the Arizona Secretary of State to transmit copies of the resolution to the President of the U.S. Senate, Speaker of the U.S. House, and all Arizona members of Congress.

Addresses concerns that past petitions submitted by Arizona over two centuries could be used to call a convention addressing issues never contemplated by the original legislators who voted for those petitions.

Cites legal disagreement among experts about whether petitions expire and whether conventions can consider amendments beyond their stated purpose.
