Establishes that Arizona commissioners to Article V conventions must be selected through a joint process determined by House and Senate leadership with bipartisan involvement.

Requires all commissioner candidates to take an oath swearing they will vote only as instructed by the people at ratification conventions and will not vote for any "runaway amendment" at proposing conventions.

Defines a runaway amendment as any amendment unrelated to the state's Article V application, legislative instructions, or the people's ratification vote.

Makes commissioners who violate the oath subject to penalties under Arizona law, including voiding of votes, replacement, recall, and other sanctions.
