AZ HB2004

Prohibits county recorders from mailing initial or updated voter registration cards to persons whose mailing address is outside Arizona, with exceptions for uniformed/overseas voters and Arizona residents not served by in-state post offices.

Maintains existing voter registration verification procedures requiring county recorders to send follow-up notices within three weeks when mailings are returned undelivered and allowing 35 days for electors to update their registration before being moved to inactive status.

Preserves current citizenship verification requirements for new voter registration applicants while exempting existing registered voters and those modifying registration with a new residence ballot from resubmitting citizenship evidence.

Requires county recorders to indicate citizenship information in voter files and permits destruction of citizenship evidence documents after two years.
