Establishes youth charities organization special license plates in Arizona if a person pays $32,000 to the department by December 31, 2025 for implementation costs.

Sets the special plate fee at $25, with $8 going to the state highway fund as an administration fee and $17 as an annual donation to a youth charities organization special plate fund.

Requires the designated youth charity to be a 501(c)(3) organization headquartered in Arizona, incorporated in March 1996, that exclusively supports Arizona children's charities and is affiliated with a membership-based organization in Scottsdale with no more than 65 members under 40 years old.

Reimburses the initial $32,000 implementation cost from the new fund, allows up to 10 percent of annual fund deposits for administration costs, and permits the director to combine youth charity plates with personalized special plates.

Allows the director to approve the color and design of the youth charities organization special plates subject to department approval.
