Amends Section 38-643, Arizona Revised Statutes, to modify the public safety cancer insurance policy program account administration and fund allocation.

Changes the fiscal year end date from July 31 to June 30 for calculating administrative cost limits.

Modifies administrative cost allowance to permit use of up to ten percent of total claims paid, averaged over the previous five years, instead of a flat ten percent of deposited monies.

Removes the provision allowing the board to use up to five percent of monies from the most recent year with deposits when no deposits occur in a given year.

Clarifies that employers required to participate in the program must pay premiums as wages subject to federal and state income and employment taxes to exclude coverage as gross income.
