Amends Arizona Revised Statutes section 9-461.06 regarding municipal general plan adoption procedures and requirements.

Requires municipalities with populations between 2,500 and 10,000 persons whose current general plan was voter-approved to have the option (not requirement) to submit new general plans to voters for ratification.

Maintains existing requirements for municipalities with 10,000+ persons and those with 2,500-10,000 persons with population growth exceeding 2 percent annually to submit new general plans to voters for ratification.

Requires municipalities with property in high noise or accident potential zones near military airports to notify the Arizona Attorney General within three business days of general plan adoption, with the effective date delayed 30 days to allow for Attorney General review of military airport land use compatibility.

Preserves existing public participation procedures, planning commission review requirements, and the mandate that major amendments require two-thirds governing body approval.
