Amends Arizona Revised Statutes Section 31-281 to allow the Department of Corrections to extend the transition program from 90 days to up to 180 days (90-day extension) for eligible inmates who need additional treatment to address criminogenic needs.

Extension eligibility requires the contracted service provider to use an empirically validated, peer-reviewed risk assessment instrument to identify the inmate's primary criminogenic factors and submit an updated individualized service plan to the department.

Maintains existing eligibility requirements for the transition program, including restrictions on inmates convicted of sexual offenses, violent crimes (with limited exceptions for assault, aggravated assault, and robbery), those with felony detainers, and those with major rule violations.

Preserves the requirement that the Department of Corrections conduct annual recidivism studies and submit yearly reports to the Governor and Legislature on program outcomes, participant numbers, and services provided.
