• Municipalities and counties with populations of 5,000 or more must adopt an instant permitting process for home power installations (solar photovoltaic, energy storage, or both) by January 1, 2027, using qualified online automated platforms that issue permits instantly without manual review.

• Instant permitting process exemptions apply to unpermitted structures, structures built before applicable building codes adoption, mobile homes, structures not requiring permits, and contractor self-issued permitted structures.

• Municipalities and counties must offer single remote field report inspections for home power building inspections by July 1, 2027, available at the same or lower cost and same or shorter timeframe than in-person inspections.

• Municipalities and counties may suspend contractors or engineers from using instant permitting or remote field report processes for providing materially false or misleading information more than once, with an appeal process required.

• Municipalities and counties must post compliance reports on their websites and send to the secretary of state within 30 days of achieving compliance, detailing implementation software and capabilities.
