Amends Arizona harassment statute (A.R.S. 13-2921) to require that harassment under subsection A must be committed "with the intent to harass another person" rather than "in a manner that harasses."

Adds a new defense to harassment charges for subsections A paragraphs 1 and 2, allowing that criticism of a public officer or employee constitutes a lawful defense to the harassment prosecution.

Changes the definition of "private investigator" from "licensed" to "regulated" by the state in the exemptions from harassment liability.

Maintains existing penalties: class 1 misdemeanor for harassment under subsection A and class 5 felony for harassment against public officers or employees under subsection B.

Adds subsection C establishing that conduct directed at public officers or employees constituting criticism is a defense to harassment charges under paragraphs 1 and 2.
