Amends Arizona Revised Statutes section 12-910 regarding judicial review of administrative decisions.

Adds new subsection H establishing the right to trial by jury is preserved and exercisable by the defendant in any agency action where a judgment or order seeks payment from the other party.

Renumbers existing subsection H to subsection I, which excludes application of the section to agency actions pursuant to title 40, chapter 2, articles 6.2.

Maintains existing provisions allowing evidentiary hearings within 30 days of appeal notice and permitting admission of new evidence and testimony with exceptions for delay, harassment, or substantial prejudice.

Preserves de novo trial standards for agencies exempt from certain administrative procedure requirements and those regulating professions under title 32 and title 36.
