AZ HB2056

Prohibits any person, organization, government agency, university, research project, or military force from engaging in geoengineering in Arizona, with violation classified as a class 4 felony and subject to civil penalties of at least $500,000 per violation.

Requires the director to investigate credible reports of geoengineering within 2 hours and issue cease-and-desist orders; authorizes public reporting of suspected geoengineering through email or written notice to the director, peace officers, or public officials.

Defines geoengineering to include weather modification, aerosol injection, cloud seeding, and solar radiation modification, as well as deliberate atmospheric releases of aerosols, biological agents, chaff, metals, radioactive materials, or electromagnetic radiation.

Directs the director to monitor for excessive electromagnetic radiation and fields across all spectrum frequencies and to post all notices of violation on the department website.

Repeals Title 45, Chapter 9 of Arizona Revised Statutes and amends water resources fund provisions regarding prohibited uses of collected fees and assessments.
