Amends Arizona Revised Statutes Section 1-602 to expand parental rights regarding access to minor children's medical records, including services that do not require parental consent under sections 36-2271, 36-2272, 44-133, and 44-133.01.

Requires health care entities to provide parents with equivalent access to electronic portals and health care delivery platforms throughout their child's minority.

Establishes that parents have the right to request, access, and review all written and electronic medical records of their minor child unless prohibited by law or if the parent is under investigation for a crime against the child.

Places the burden of proof on governmental entities and officials to demonstrate that any interference with parental rights is essential to accomplish a compelling government interest and uses the least restrictive means available.

Allows parents to bring lawsuits in superior court or federal court for violations of parental rights, with potential remedies including declaratory relief, injunctive relief, compensatory damages, and attorney fees.
