Establishes a competitive grant program administered by the Department of Administration for fiscal years 2025-2026 through 2027-2028 to fund a single company licensing interoperability software for rural hospitals, health care providers, and trauma centers.

Appropriates $6,000,000 from the state general fund in fiscal year 2025-2026 to the Department of Administration for the health care interoperability grant program, with unspent monies reverting to the general fund by June 30, 2028.

Requires the grant recipient's interoperability software to meet specific requirements including HIPAA compliance, real-time clinical data exchange, mobile smartphone accessibility, patient-centric communication with date and time stamping, and proactive provider alerts.

Grant recipient must demonstrate that its software meets all requirements at least 30 days before applying and provide proof of veteran employment; the Department of Administration must award the grant by December 1, 2025.

Requires the grant recipient to provide quarterly reports on cost and time savings metrics, with the Department of Administration submitting compiled analyses to legislative leadership and executive offices by June 30 of each fiscal year; the program repeals December 31, 2028.
