Amends Arizona Revised Statutes section 15-901.08 to allow school districts and charter schools to adopt flexible instructional time models to meet minimum annual instructional and hours requirements.

Schools may deliver instructional time through direct instruction, project-based learning, independent learning, or mastery-based learning in any combination of day, week, and course length increments.

Schools may provide up to 40 percent of total instructional time in remote settings without funding impact; beyond this threshold, funding is reduced to 95 percent of the base support level for the excess remote instruction percentage.

Schools must submit adopted instructional time models to the Department of Education, which shall post all models on its website along with each model's impact on school funding.

Defines "mastery-based learning" as a system where students advance when demonstrating mastery of concepts and skills regardless of time, place, or pace.
