Establishes automatic voter registration for persons applying for or renewing driver licenses and nonoperating identification licenses in Arizona, unless the applicant declines registration within 21 calendar days of receiving notice.

Requires the Department of Transportation and Secretary of State to adopt rules implementing the automatic registration system, including bringing license and voter registration forms into conformity and establishing electronic transfer of registration information to county recorders.

Mandates that applicants receive a statement detailing voting eligibility requirements, penalties for false registration, and confirmation that declination or registration information remains confidential for voter registration purposes only.

Requires the Department of Transportation to transfer completed registrations to the appropriate county recorder within five days of receipt.

Provides that persons who unknowingly register while ineligible are not guilty of false registration or false swearing under Arizona law, and makes the act effective December 31, 2025.
