Allows persons otherwise qualified to register to vote during the 28 days immediately preceding an election if they have been a resident of the county and precinct for at least 29 days prior to the election.

Permits eligible voters to register on election day by appearing at their polling place, completing a registration form, and providing proof of residence.

Requires same-day and late registrants to vote only by provisional ballot for that election, but allows them to vote normally in elections held at least 29 days after their registration.

Restricts same-day registration voters from voting in partisan primary elections; they may only vote for federal offices, statewide and countywide offices, and legislative candidates.

Requires the Secretary of State and county election officials to promptly implement the registration procedures outlined in the bill.
