HB 2074 Summary

• Requires school districts and charter schools to train all officers (peace officers, reserve officers, retired officers, and juvenile probation officers) on recognizing and interacting with children with disabilities.

• Expands the school safety program to include school safety officers working in off-duty capacity and allows funding for safety technology, training, and infrastructure improvements as alternatives when schools cannot place officers.

• Mandates school safety program participants to conduct emergency response plans, obtain school safety assessments every five years from approved providers, and share building blueprints and floor plans with local law enforcement and emergency responders.

• Requires program proposals to include plans for training officers on family educational rights and privacy act (FERPA), civil rights, and adolescent mental health issues.

• Exempts school building blueprints and floor plans from public records disclosure under Arizona law.
