Amends Arizona Revised Statutes sections 48-901, 48-902, and 48-909 to allow improvement districts to deliver water through water hauling as a domestic water service option.

Adds "standpipes" to the definition of waterworks in section 48-901 to include equipment necessary for water storage and distribution.

Expands section 48-902 to authorize improvement districts to establish domestic water delivery systems specifically for the purpose of delivering water through water hauling.

Limits eminent domain powers for districts established for water hauling purposes to acquiring only a single well site, standpipe, and legal access needed to produce and deliver water through hauling.

Clarifies that noncontiguous domestic water improvement districts within six miles of incorporated cities or towns must obtain consent from the city or town governing body before formation or expansion.
