Amends Arizona Revised Statutes Section 45-557 regarding requirements for transporting groundwater to initial active management areas.

Clarifies that cities, towns, or private water companies must demonstrate physical capacity to accept 95 percent of their Central Arizona Project water entitlement before using transported groundwater.

Requires entities to accept or exchange at least 80 percent of available Central Arizona Project water in at least one of the three years preceding the year they intend to use transported groundwater.

Makes technical corrections by replacing "per cent" with "percent" throughout the statute.

Creates exception allowing groundwater from Big Chino sub-basin and groundwater transported under specific statutory subsections to be deemed legally available without meeting the stated requirements.
