Amends Arizona Revised Statutes section 11-254.09 to expand the water improvements program to include water hauling for water delivery in addition to existing drinking water well improvements.

Allows grant recipients to use funds for acquiring or installing storage tanks for receiving and storing water delivered through water hauling services.

Program continues to limit grants to low-income or fixed-income owners of residential property for well improvements, water hauling, or plumbing for water delivery systems.

County boards of supervisors may designate a county agency or private nonprofit corporation to operate the program and award grants based on established criteria.

Requires the program operator to submit annual reports by July 1 to the board of supervisors, state senate president, and house speaker detailing program operations, donations received, and grants awarded.
