Allows registered voters to petition for removal of a subsequent active management area (AMA) designation beginning ten years after the AMA was initially designated, with a petition signed by ten percent of registered voters in the area.

Requires the petition for AMA removal to be filed within 180 days before the next general election date in the county recorder's office where the AMA is located.

Gives the director of water resources 60 days to examine groundwater conditions and file an order determining whether the AMA designation remains necessary; if necessary conditions still exist, the director can cancel the removal election.

Allows appeals of the director's order under title 41, chapter 6, article 10, with the board of supervisors holding or canceling the removal election based on the appeal outcome.

Establishes ballot language for removing a subsequent AMA designation as "should the subsequent active management area designation be removed from the (insert name of basin)?" with yes and no options.
