Amends Arizona Revised Statutes sections 11-831 and 32-2181 to clarify that a familial relationship alone is not sufficient to constitute unlawful "acting in concert" to illegally subdivide land.

Adds three specific exceptions to the "acting in concert" prohibition: well share agreements, road maintenance agreements, and for counties with populations under 500,000, use of the same licensed contractor or registered professional.

Extends the "acting in concert" prohibition to apply within a ten-year period when dividing a parcel into six or more lots or parcels.

Modifies the definition of unlawful acting in concert for subdivision purposes to require proof that a real estate licensee or professional knew or should have known that property they listed was subdivided land subject to state regulations.

Updates statute language throughout both sections for clarity, including grammatical corrections and editorial changes.
