Requires design review and architectural committees in planned communities to include at least one board member serving as chairperson.

Establishes procedures for security deposits on new construction and rebuilds, including trust account requirements, design approval meetings, two on-site reviews during construction, and deposit release timelines based on compliance reports.

Requires architectural approval processes to not unreasonably withhold approval and clarifies that approval does not constitute warranty of compliance with governmental or engineering standards.
