Automatically restores voting rights upon final discharge (completion of probation or absolute discharge from imprisonment) for all individuals convicted of felonies, regardless of victim restitution status.

Removes voting rights from the discretionary restoration process in section 13-908, making restoration automatic rather than subject to judicial discretion.

Applies to individuals convicted in Arizona and those convicted in other states or federal courts who reside in Arizona.

Defines "final discharge" as completion of probation or receipt of an absolute discharge from the state department of corrections, another state's prison, or the federal bureau of prisons.

Does not affect restoration of firearm rights, which remain subject to separate restrictions for dangerous and serious offenses under existing law.
