Appropriates $604,013,100 from the budget stabilization fund in fiscal year 2024-2025 to the elected officials' retirement plan to pay unfunded accrued liability.

Redirects court fees collected from the judicial system (Supreme Court, Court of Appeals, Superior Courts, Justice Courts) from the elected officials' retirement plan fund to the Department of Administration beginning July 1, 2025, to fund qualified governmental excess benefit arrangements.

Requires 15 Arizona counties and 22 cities/towns to repay the state $23.5 million total over 10 years (from July 1, 2025 through June 30, 2035) for amounts paid on their behalf to the elected officials' retirement plan in fiscal year 2024-2025.

Allows cities, towns, and counties to enter into accelerated repayment agreements with the state treasurer and exempts these repayments from expenditure limitations under the Arizona Constitution.

Reduces state general fund appropriations in fiscal year 2025-2026 by approximately $16.7 million across multiple agencies and departments to offset retirement plan costs.
