Amends Arizona Revised Statutes section 49-501 to clarify unlawful open burning provisions and enforcement procedures for county air pollution control.

Establishes that first-time violations lasting no more than 24 hours are subject to a civil penalty of not more than $500, while violations under permit delegation provisions are subject to enforcement under article 2 of the air quality chapter.

Modifies permit delegation authority to require that private fire protection service providers authorized to issue open burning permits maintain copies of all effective permits and contact information for permit holders.

Changes language throughout the statute from "permitted" to "allowed" and makes various grammatical corrections to improve clarity.

Extends the delayed repeal date for sections 44-1302 and 44-1305 from December 31, 2025 to December 31, 2028.
