Prohibits display of flags on public property in Arizona, except as specified in exemptions.

Exempts the American flag, uniformed services flags, POW/MIA flag, honor and remember flag, Arizona state flag, Arizona Indian nations flags, first responder flags, blue and gold star service flags, historic American flags, and official flags of public bodies or educational institutions.

Applies only to persons elected, appointed, or employed by public bodies or public educational institutions acting in an official capacity.

Does not prohibit approved educational curricula or deny civil and political liberties guaranteed by the U.S. Constitution or Arizona Constitution.

Defines "public body" per section 39-121.01 and "public educational institution" per section 15-115.01.
