• Establishes a "right of first refusal" for ambulance services holding interfacility transport certificates to provide transports within overlapping service areas if they can meet arrival times and provide required medical equipment and personnel.

• Requires transferring health care institutions to document all communications with ambulance services regarding interfacility transport requests, including patient condition, required equipment, personnel, acceptance/decline status, and reasons for final transport selection.
