Amends Arizona Revised Statutes section 1-602 to expand parents' rights to access their minor child's medical records, including those for services that do not require parental consent.

Requires health care entities to provide parents access to electronic portals and health care delivery platforms that are separate but equal to the minor child's access, while maintaining required confidentiality.

Establishes that parents have the right to make all health care decisions for their minor child, including access to records related to sections 36-2271, 36-2272, 44-133, and 44-133.01.

Clarifies that governmental entities bear the burden of proof to demonstrate that any interference with parental rights serves a compelling government interest and uses the narrowest tailored means possible.

Permits parents to bring suits against governmental entities for violations of parental rights and allows courts to award declaratory relief, injunctive relief, compensatory damages, and attorney fees.
