Adds new notice requirements for owners of "qualifying properties" (sites with known hazardous substance releases) to inform prospective buyers and the director before or upon sale.

Defines "qualifying property" as either a registered remedial action site or a non-registered site where the department has issued a written notice of violation or ongoing enforcement action related to a hazardous substance release.

Requires property owners to notify the state mine inspector when listing or completing sales of qualifying properties that are mines or abandoned mines as defined in statute.

Adds definitions including "prospective buyer," "qualifying property," and "written notice" to Arizona's water quality control liability statutes.

Makes technical corrections to existing language regarding fiduciary liability, lender requirements, and responsible party exemptions.
