• Requires candidates to submit a signed, notarized statement of withdrawal to the filing officer in order to withdraw as a candidate.

• Modifies active early voting list procedures to prevent mailing ballots to voters listed as inactive and to remove voters from the list if they fail to confirm their desire to remain on it within 90 days of notice.

• Expands hand count audit procedures for elections to include county races and allows political party designees to select replacement hand counters from any political party if designated party members fail to appear.

• Allows inactive voters in special district mail ballot elections to confirm or revise their voter registration information and receive a ballot at replacement ballot centers.

• Provides temporary provisions for 2026 justice precinct and constable candidates to use either the 2024 precinct boundaries, newly redistricted boundaries, or court-ordered boundaries for nomination papers and petition signatures.
