Establishes provisional licensure for advanced practice registered nurses, registered nurses, and licensed practical nurses from other states within five business days of receiving a complete application and fees.

Requires applicants to hold a current, unencumbered license in good standing in at least one other state, with no prior license revocation, denial, or voluntary surrender in any state.

Prohibits five-day issuance timeline if applicant has pending complaints or investigations in any state, or prior discipline imposed by any licensing entity, allowing the board to determine practice safety.

Provisional licenses are valid only in Arizona and may be converted to regular licensure after six months; the board may terminate provisional licenses within six months if reasonable basis exists for restrictions or termination.

Waives all fees for U.S. Armed Forces veterans and active duty military spouses; defines "resident" to include those with Arizona driver licenses, voter registration, state tax residency, six months prior residence, or active military posting in Arizona.
