Adds section 13-3733 to Arizona Revised Statutes criminalizing failure to maintain adequate records related to behavioral health services when AHCCCS fraud investigation is referred to criminal justice agency.

Makes it a class 1 misdemeanor to knowingly fail to maintain records necessary to disclose the nature of behavioral health services or all income and expenditures on which payment rates were based.

Makes it a class 2 misdemeanor to knowingly fail to report the destruction of records necessary to disclose behavioral health services or income and expenditure information.

Applies to persons submitting claims for or receiving payment for behavioral health services under Title 36, Chapter 29, Article 1 or Title 36, Chapter 34.

Defines "behavioral health services" by reference to section 36-401 of Arizona Revised Statutes.
