Establishes the Arizona Border Coordination Office within the Department of Emergency and Military Affairs to coordinate border security, public safety, and humanitarian responses between state, federal, local, and community organizations.

Director of the office shall be appointed by the department head and must have background in border security, emergency management, or public administration.

Office duties include coordinating with federal agencies (DHS, CBP, ICE, FEMA), developing emergency response training, managing grant applications, serving as liaison to federal authorities, and submitting annual reports to governor and legislature.

Appropriates $50,000,000 from the state general fund in fiscal year 2025-2026 to support the office, with priority for local law enforcement support, emergency response operations, and humanitarian assistance; prohibits use for federal immigration enforcement.

Operations must comply strictly with federal law, constitutional protections including Fourth Amendment search and seizure rights, and state law; office may not exercise federal enforcement authority.
