Amends Arizona Revised Statutes Section 16-590 to expand where political party challengers and representatives may be appointed to include on-site early voting locations, emergency early voting locations, and any other early voting location, not just precinct polling places.

Changes the requirement that one challenger for each political party "may" be present at voting locations to "shall" be present, making challenger presence mandatory rather than optional.

Changes language regarding party representatives from "may" to "shall" act as challengers, establishing that party representatives must serve in this capacity when appointed.

Maintains existing requirements that challengers and party representatives must be Arizona residents and registered voters in the state.

Limits the number of party representatives at any voting location to numbers mutually agreed upon by represented political parties, or to one representative per party if no agreement can be reached.
