Amends Arizona Revised Statutes section 41-1609.03 regarding private contractors providing detention or incarceration services for offenders.

Private contractors are liable for and must reimburse the state or political subdivisions for the cost of any emergency, public safety, or security services provided to the contractor.

Requires private contractors to keep and maintain complete and accurate records of all services provided.

Designates private contractors as public bodies subject to Arizona's public records law (Title 39, Chapter 1), making their records subject to public disclosure requirements.
