Changes the name of the "Arizona Commission of African-American Affairs" to the "Arizona Office of African-American Affairs" throughout Arizona Revised Statutes sections 41-531 through 41-534.

Maintains the office's composition of nine appointed members (seven African-American, two non-African-American) plus eight ex officio members from state agencies, with appointed members serving three-year terms.

Preserves the office's existing powers and duties including advising the governor on policies affecting African-Americans, assisting community groups, developing recommendations on health services, housing, education, employment, and business development, and serving as a liaison to federal, state, and local agencies.

Establishes a continuously appropriated Arizona Office of African-American Affairs Fund for the office's operations, with investment earnings credited to the fund and exemption from appropriation lapsing requirements.

Requires the office to annually facilitate an African-American Legislative Day on the second Thursday and Friday of February to celebrate African-American history, culture, and contributions.
