Expands water measuring device requirements to include nonexempt wells outside active management areas and irrigation non-expansion areas, with exemptions for small agricultural operations irrigating 10 or fewer contiguous acres not part of integrated farming operations.

Creates new reporting requirements for persons withdrawing groundwater from nonexempt wells outside active management areas and irrigation non-expansion areas, requiring disclosure of well location, quantity withdrawn, fuel/electricity consumed, and uses of the groundwater.

Modifies exemptions from water measuring and reporting requirements for small withdrawals of 10 or fewer acre-feet per year for non-irrigation uses and for small irrigation operations under specified conditions.

Applies water measuring and reporting requirements to groundwater withdrawals in locations outside designated active management areas for the first time, expanding the geographic scope of groundwater regulation.
