Removes requirement that driver license and nonoperating identification license applicants must prove lawful presence in the United States under federal law.

Allows applicants to provide individual taxpayer identification numbers or foreign government-issued identification document numbers in addition to social security numbers.

Requires nonoperating identification licenses issued to applicants without a social security number to be marked with "federal limitations apply".

Requires driver licenses issued to applicants without a social security number to be marked with "federal limitations apply".

Establishes that possession of a driver license, instruction permit, or nonoperating identification license is not proof of citizenship.
