Director of the Department of Economic Security shall request a waiver from the U.S. Department of Agriculture to exclude soda from the Supplemental Nutrition Assistance Program (SNAP)

If waiver is granted, SNAP enrollees are prohibited from purchasing soda using program benefits

If waiver is denied, the director must request a waiver annually until granted

Defines "soda" as a carbonated beverage containing more than one gram of added sugar or any artificial sweetener
