Amends Arizona Revised Statutes section 15-763 to require that if a pupil is found to need special education due to a specific learning disability, the pupil's individualized education program (IEP) must indicate whether the pupil has been diagnosed with dyslexia.

Maintains existing requirements that specially designed instruction be delivered in accordance with a pupil's IEP and involve special education personnel in planning, progress monitoring, and delivery when appropriate.

Preserves provisions allowing pupils receiving special education to graduate without passing statewide assessments or civics tests unless specifically required by their IEP and mutually agreed upon by parents and the IEP team.

Continues requirements that special education services be provided at no cost to parents of children with disabilities.
