Establishes the Spouses and Dependents of Law Enforcement Officers Tuition Scholarship Fund, administered by the Arizona Board of Regents, consisting of legislative appropriations exempt from lapsing.

Awards tuition scholarships to spouses of law enforcement officers and dependents under age 27 enrolled in Arizona universities, community colleges, career technical education programs, or licensed private postsecondary institutions that have agreements with the Board of Regents.

Scholarship amount equals tuition and mandatory fees minus other federal aid, scholarships, grants, and gifts; for private institutions, capped at the average in-state tuition and fees of Arizona Board of Regents universities.

Scholarships limited to four academic years or eight semesters and may only be used for certificates, licenses, associate degrees, or baccalaureate degrees; awarded on first-come, first-served basis subject to available funds.

Appropriates $5,000,000 to the fund in fiscal year 2025-2026; requires annual reporting to the legislature and governor on scholarship recipients, amounts awarded, completion rates, and participating law enforcement agencies; repeals section June 30, 2035.
