Prohibits health profession regulatory boards from requesting information on license applications about whether applicants have sought mental health assistance or received mental health diagnoses or treatment.

Allows health profession regulatory boards to ask if applicants are currently under regulatory orders in other states for monitoring health conditions, including substance abuse, but applicants may decline to answer if the monitoring is part of a confidential program.

Applies the same mental health inquiry prohibition to non-health profession licensing authorities in Arizona that issue licenses, permits, certificates, or registrations under title 32.

Excludes entities issuing licenses under chapter 40 of title 32 and health profession regulatory boards from the definition of "licensing authority" covered by the non-health professions section.
