Amends eligibility requirements for developmental disabilities programs under Arizona Revised Statutes sections 36-559 and 36-2933.

Removes the requirement that persons with developmental disabilities must first apply for and be denied developmental disabilities programs before applying for Arizona long-term care system services.

Prohibits the director of the Arizona health care cost containment system administration from requiring applicants with developmental disabilities to apply for developmental disabilities programs as a condition of submitting an application for system eligibility.

Streamlines the eligibility determination process by allowing persons to apply directly to the Arizona health care cost containment system administration without first being processed through the department's developmental disabilities programs.

Eliminates a former provision allowing interagency agreements between the director and department that permitted the department to conduct eligibility determinations and preadmission screening for developmental disabilities applicants.
