Amends section 36-420.05 to allow the Department of Health Services to deny licenses or ownership transfers if the applicant has a health care institution license under enforcement action or if licensure denial grounds exist under section 36-425, subsection K.

Requires the department to notify licensees of the nature of complaints during investigations without disclosing complainant identity or protected health information.

Mandates the department publish a priority matrix on its website detailing complaint levels, assignment processes, and investigation timeframes.

Prohibits the department from investigating alleged violations occurring more than one year before the state survey or initial complaint investigation date.

Establishes annual training and competency demonstration programs for licensing surveyors and their supervisors covering department policies, professional conduct, complaint investigation procedures, and transparent communication with licensees.
