Expands marijuana advertising restrictions to include individuals and entities selling marijuana paraphernalia, in addition to marijuana establishments and medical marijuana dispensaries.

Prohibits advertising that targets individuals under 21 years of age, including restrictions on child-oriented names, cartoon characters, consumption imagery, potency information, and media with special appeal to minors.

Requires all advertisements to display a conspicuous warning: "Do not use marijuana if you are under twenty-one years of age or pregnant. Keep marijuana out of reach of children," occupying at least 10% of advertising space.

Bans billboard advertisements within 1,000 radial feet of child care centers, churches, recovery facilities, parks, playgrounds, and schools; violators have 30 days to comply after notification.

Establishes a 14-day compliance period for violations and imposes $20,000 civil penalties per violation for unauthorized advertisers, with enforcement by the Attorney General; effective June 30, 2026.
