Amends Arizona Revised Statutes section 36-2936 to require preadmission screening instruments assess cognitive needs regarding prompting, monitoring, and supervising activities of daily living for elderly applicants and adults with physical disabilities.

Requires that cognitive impairment and physical impairment be weighted equally in preadmission screening if they produce similar levels of functional difficulty.

Modifies preadmission screening procedures to allow telephonic or virtual assessments unless the administration determines in-person assessment is necessary or the applicant requests in-person assessment, and requires notice to applicants about this process and ADA accommodation options.

Directs AHCCCS to update the elderly and adults with physical disabilities preadmission screening instrument and staff training manuals to implement these changes.

Becomes effective June 30, 2027.
